One per notification class: generates title + body for notification.

## Targeting
- Users with `inventory.warehouse.{warehouse_id}.view` permission
- Deduplication: 24-hour check to prevent duplicate alerts
- Guard: FeaturesEnum::INVENTORY must be active + `allow_notification=true` on WarehouseProduct

## Used By
