## OtherFee
Additional charges attached to transactions.
- `assigned_transactions` (JSON array) — which transaction types this fee applies to
- Linked to Account + Tax
- `getAssignedTransactionsList()` — deduplicated string list
- AuditableTrait, HasTranslatableFields, SoftDeletes, UsesTenantConnection

## OtherFeesDetail
Per-transaction fee record (polymorphic).
- Polymorphic: `entity_id` + `transaction_type` → any Invoice / Bill / Expense etc.
- quantity, value, total_value, tax_val, total_vat, total_with_vat
- Scope: `forEntity($entityClass, $entityId)`
- Legacy: `getFeeServiceModelAttribute()` — backwards compat for old blade templates
- AuditableTrait, SoftDeletes, UsesTenantConnection
